HALO's Mission is to provide a pathway to self­‐sufficiency for those experiencing homelessness in Racine County.

This is accomplished through a variety of Services offered at HALO or through partner provider associations and organizations. Our professional case management team works closely with program participants in order to create a clear and comprehensive plan of success.

Consumer Notice from Service Point: Wisconsin's Homeless Management Information System

We only collect and share the information that we consider to be appropriate. The collection and use of all personal information is guided by strict standards of confidentiality. A copy of our Privacy Notice describing our privacy practice is available to all consumers upon request. Your information will be shared with other area agencies that participate in the network unless you request that your information remain confidential and be only available to case workers and intake workers within this agency. Please talk to a case manager or intake worker about keeping your records closed if you are interested.
