What is HALO?

The Homeless Assistance Leadership Organization (HALO) is a Racine, Wisconsin nonprofit that provides emergency shelter, housing assistance, case management and supportive services for individuals and families experiencing homelessness in Racine County.

For shelter assistance and intake, please call HALO directly at 262-633-3235. Please do not use the website contact form for shelter inquiries. HALO is open 24 hours a day, seven days a week, 365 days a year.

Where is HALO located?

HALO is located at 2000 DeKoven Avenue, Unit 1, Racine, WI 53403. Visitors should use the east pathway next to the loading dock and enter through the main door.

Who does HALO serve?

HALO serves individuals and families experiencing homelessness in Racine County. The shelter has separate areas for adult men and for adult women and families with minor children.

Is HALO more than an emergency shelter?

Yes. HALO's goal is not simply to provide a bed for the night, but to help people move toward long-term self-sufficiency and stable housing. Case managers work individually with participants to identify barriers, establish goals, connect with resources and create a plan for moving forward.

Services & Housing

What services are available to people staying at HALO?

HALO provides case management and access to a variety of supportive services. Depending on individual needs, these may include budgeting and financial counseling, employment and vocational support, mental health and addiction recovery services, literacy and GED assistance, parenting education, legal referrals, life-skills training, health and nutrition resources, benefits assistance and community referrals.

Does HALO provide meals and basic necessities?

Yes. HALO helps meet residents' basic needs by providing three meals each day as well as access to clothing, personal hygiene resources and laundry facilities.

Does HALO help people find permanent housing?

Yes. HALO case managers help clients locate habitable and affordable housing and provide information about tenant rights and responsibilities. HALO also operates permanent supportive housing and rapid re-housing programs.

What is Permanent Supportive Housing?

HALO's Permanent Supportive Housing program combines housing with wrap-around supportive services for eligible individuals who have experienced chronic homelessness and have a disability. The program includes 37 units leased by HALO from landlords throughout the community.

What is Rapid Re-Housing?

Rapid Re-Housing is designed to help eligible individuals and families move from shelter into permanent housing as quickly as possible. Assistance can include a security deposit to help secure housing.

How does HALO determine eligibility for housing programs?

HALO participates in Coordinated Entry through the Racine Continuum of Care. Coordinated Entry uses standardized assessments to help prioritize individuals and families for available housing opportunities based on their needs and circumstances.

Does HALO provide services for children?

Yes. HALO's Children's Program focuses on maintaining normalcy, providing a safe environment and supporting the development and self-worth of children experiencing homelessness. Families can receive support related to health care, education, hygiene, budgeting, planning and child development.

Volunteering & Giving

Can I volunteer at HALO?

Yes. HALO relies on volunteers and offers opportunities based on current needs, interests and skills. Opportunities may include tutoring, preparing and serving meals and other ways of supporting HALO's programs and residents.

Can my business, church or group prepare a meal?

Yes. HALO's Meal Makers program gives groups the opportunity to prepare and serve breakfast, lunch or dinner for shelter residents. Groups of six or more are ideal, and dinner volunteers are especially needed.

How can I donate to HALO?

Monetary donations can be made to support HALO's mission. Checks may also be made payable to HALO, Inc. and mailed to 2000 DeKoven Ave., Unit 1, Racine, WI 53403. HALO also provides opportunities for planned and legacy giving. Click here to donate.

Can I donate clothing, household goods or other items?

HALO accepts in-kind donations based on current needs and available storage. Because needs can change, please check HALO's current donation information before bringing items to the shelter.

Is my donation tax-deductible?

HALO, Inc. is a 501(c)(3) nonprofit organization. Qualifying charitable contributions may be tax-deductible as allowed by law.

HALO was created through a community-wide effort to address homelessness in Racine County. The organization was incorporated in 2004, and its shelter opened in 2005.
