Housing Programs at HALO
A Path to Stable Housing
In addition to operating permanent supportive and rapid re-housing programs, HALO case managers assist clients in locating habitable and affordable housing in the community. We also provide information and training opportunities to help clients understand their rights and responsibilities as tenants.
Permanent Supportive Housing
HALO's permanent supportive housing program consists of 37 units leased from landlords throughout the community. The program serves individuals who were chronically homeless — literally homeless for 12 months or more before entering housing — and disabled. Housing and wrap-around supportive services are included.
Rapid Re-Housing
HALO's rapid re-housing program is designed to quickly re-house individuals and families after they enter shelter. Assistance includes providing a security deposit to help secure permanent housing.
Supportive Services
Eligibility
All households in shelter are provided information about tenant rights and responsibilities and receive assistance locating housing.
HALO participates in Coordinated Entry (CE) within the Racine Continuum of Care (CoC). CE prioritizes the most vulnerable individuals experiencing homelessness for permanent supportive housing, while those more likely to achieve housing stability within a short period of time are prioritized for rapid re-housing.
Coordinated Entry uses standardized assessment tools so all individuals are evaluated consistently for available housing opportunities.
